Description should include the following, regarding crew members:

Each required flight crewmember of a United States-registered civil aircraft shall, during takeoff and landing, keep his or her shoulder harness fastened while at his or her assigned duty station. This does not apply if
- the seat at the crewmember's station is not equipped with a shoulder harness
- the crewmember would be unable to perform required duties with the shoulder harness fastened.

Description should also include the following, regarding passengers:

14 CFR § 91.107(a)(3) requires each passenger to occupy a seat or berth, to fasten his or her safety belt about him or her, and to keep it fastened while any “fasten seat belt” sign is lighted.
Each passenger shall comply with instructions given him or her by crewmembers.
